The water temperature might be about 16 grades (Celsius) and wearing a double 7 is a must (or a dry suit). Visibility is typically about 6 metres. You will probably have the chance to dive with sea lions. November is also the whale season. While it's forbidden to dive with whales, it may happen that you will encounter a whale while diving, in some places.
If you google 'diving in Puerto Madryn'you will find videos and some links to dive operators but, since Argentina's language is Spanish, most of the hits you will find them by googling 'buceo en Puerto Madryn'.
Speaking Spanish will help you a lot to find out a dive operator in Argentina and travelling around my country.
As for Uruguay, diving is not really popular there, which means that it's hard to find a dive operator. If I were you, I would concentrate my energy in finding out a good operator in Argentina.
