Get a housing for the Rebel. Check out Ikelite and Fantasea. Fantasea runs about $900.00, Ikelite about $1400.00.

See my article: Getting Started in UW Photography

We sell a Housing Set for Nikon CoolPix P3 including housing, tray, arm, strobe & sync cord for $360-450. The camera runs about $300.

But I agree with Mike the Rebel is a much better camera and you can get a Fantasea F350D Housing for $849 for it. You'd still need a strobe and so forth though.
