I would think the Army Corps of Engineers handles their diving but IDK. If you google TVA, they're listed under "People also search for"...

The USACE is responsible for investigating, developing and maintaining the nation's water and related environmental resources.

I assumed they had their own dive teams. They certainly are a large enough corporation. Just looking for some information.
