What ever happened to the plans to move development to other islands? Why is it that all of the devleopment is still focused on Provo?

well, there's that Ritz Carlton development on West Caicos. And the big resort on South Caicos that seems to have come back to life that there was a thread on recently. I read some T&C news online the other day after seeing this thread, and saw something about a development on Ambergris with a new jet strip - Turks & Caicos Sporting Club - News & Events. So I'd say they're developing the other islands too...
