I use the Nitescuba G20 laser. It's also a 2000lm flashlight.
The laser is easly seen during daylight.

It's excellent to get fish attention (like cats) or buddy attention.

At night it's even better since you can have both laser and flashlight on. It helps distinct your light from others.

The battery holds 1-2 hours on low. 1 hour on high.

lasers don't like atmosphere.

If it is strong enough to penetrate water to any appreciable distance without being degraded, it is probably not healthy for your eyes, either.

The issue would be catching a reflection off something up close and suffering an instant eye injury.

The 'color' (wavelength) also directly effects the ability of the beam to penetrate.

And, there is a lot of lying when it comes to non-commercial lasers. For instance, the amount of infrared energy that escapes. IR is highly problematic if you aren't looking for it because you can't see it, and it can hurt your eyes without ever knowing you are being splashed.

You can very easily buy something in the US that would be an immediate hazard to you.

Yes. If they didn't you wouldn't be able to see the beam (collimated light) except straight on.
