when you get to palau, make sure you dive with sam's tours. I dove there last thanksgiving and it was spectacular. Breakfast and Lunch is provided. You get to eat on one of the rock islands. Check out continental micronesia cause they're the only carrier I know of that goes to all three places. Chances are, you're flying into guam?
What details can you share about the costs of diving with Sam's Tours. The Sam's Tours website is pretty much devoid of pricing.

What dive sites do they go to (the map on their website is separated into three zones)? Are there "must do" dives that require one of the liveaboards to see? Also, how many dives can you realistically do per day with Sam's?

In Palau shore based diving you only get 2 dives per day it's 1 to 2 hour boat ride each way to most dive sights. If one is going that far from the mainland a liveaboard one gets more bang for the buck.

Last I knew the Thorfin had run aground and is in a shipyard in the PI

Capt. Lance Higgs pulled off the miracle of 2007 and had the vessel refit and was brought up to date with all the latest "stuff" and returned to Chuuk about four months ago.

My recommended sites would be to do German Channel (Big Rays and possible schools of big fish), Big drop off (great wall drift that has lots of sea fans and possibly sharks sleeping on the bottom), and Blue Corner (lots of sharks there, it's amazing). Check out www.weitodive.com to see some pictures I took while I was there. Oh and Jellyfish Lake is spectacular. Just don't kick too much cuase you'll hurt the jellys.

I did my package through my LDS. It was about 130 a day for 3 tank boat dive. It includes breakfast and lunch. It was about 1400 for airfare (i live in guam hence the cheap airfare), 5 nights hotel, 3 days of dives (2 3 tank, 1 two tank), and 1 day of Kayaking (don't miss out on the kayaking). I booked a day tour with Swing's Tours in Palau. He's a happy go lucky local. I can't honestly tell you his number but if you go to bandido's restaurant, they might be able to help you find him. (Food there is excellent too)

Just to let you know, there are some travel restrictions about chuuk/truk atm. Apparently there is an outbreak of Hep and TB goign on there right now so medical clearance might be required to get in and out of there atm. That's what isaw on the news so I would just double check.
