Does anyone know what this is for? At the bottom of my tray there are two small set screw holding in a small insert. I am not sure what the purpose of it is and the set screws interfere with the main camera 1/4 mounting screws in every position.

I suspect they are so you can unscrew them, reposition the insert to attach a light or strobe or handle and screw back in a variety of configurations to hold it in place...

Likely just in it’s current formation as an original packing/shipping setup..

Of course, I could be wrong and unscrewing them will cause it to burst into flames....
 
The second picture above is of the bottom of the tray. Here are a few more to make is easier to see what I am talking about.

If were mine I'd countersink the holes and obtain a couple of countersunk cap screws of the right thread and use them instead. Countersink them so that the top of the screw is level with the tray surface.
 
Looks like it is to keep the rubber pad from extruding as you tighten the camera clamps.

Or there is some camera that has a protrusion below the mounting pad (door hinge/seal) and they made the insert removable to use with that specific model of camera.

Start by leaving it off would be my first approach. If you notice the pad starting to move around, countersink a couple of screws.

this seems the most likely scenario now that you mention it. I am leaving it out.
