I'm a Fish!
We will be going to Cozumel March 19-26 with my nephew, who is 17. We are flying American. Does anyone know what may be required in order for him to enter the country?

Passport or a Birth Certificate and a picture ID.
A notarized statement from both parents stating they have approved the trip. You can probably get the form from your travel agent.

Have fun!

One more thing to add to Jamiep3's comments,

Yes you will need notorzied permission from both his parents. Here's what to add: If his parents are divorced, etc, and one has sole custody, you'll also need a copy of the divorce decree proving that. I'd get a court issues stamped copy instead of a xerox copy.

Also when you get notorized permissioin, put on the form a release from them for you to have the authority for medical treatment also. Just good to have in case of a problem and can be on the same letter.

By the way, the airlines are used to this, but in case there's a problem or confusion, I'd show up a little earlier at the desk to get tickets so they can work out any issues before the flight is to depart.

We've done this before with the above notorized form/letter and birth certificate w/o problem.

I'll repeat what I said in the other thread - ask the airline. Polling ScubaBoard is OK for getting opinions, but as in the case with medical advice, DO NOT depend on what you read here to make a decision that could stick you in the airport all dressed up with no place to go.

If you don't have the documentation the airline wants, you won't get on the plane. It doesn't really have much to do with immigration, customs, etc.; it's what the airline needs to feel like their collective butt is covered for any liability that may arise. Only the airline can give you that info; I advise you to get something in writing stating their official position so that a less informed gate agent won't hold you up and make you miss your flight.

If your nephew will be diving, make sure to check with the dive operator you'll be using to see what, if any, parental releases they will need in order for him to dive.

In addition to the airline, it's usually good to check the with the government of the country you're visiting. They all have web sites and clearly state the entry requirements for minors who are not traveling with their parents. It's just good to double check, even if you've done it before. Regulations can and do change and the airline will not take responsibility if the info they give you isn't complete and you have a problem entering the country.
