I was wondering if anybody could tell me if it is possible for a scuba cylinders burst ring to blow on the tank if it is stored in a hot car with 500 pounds of pressure

Note if in good condition. Even allowing for it to get over 200 degrees the pressure will be less than working pressure.

If your car caught fire, maybe.
Good rule is 5psi for every degree of change.

Full and in a hot car, absolutely.
500 PSI isn't likely. But other factors, corrosion, impact, can make unusual things happen.
Not going to say impossible, but improbable.

The big question, when was the burst disc changed last? Most blown discs have to do with poor maintenance on the disc rather than a tremendous (5000# burst pressure on an AL 80) pressure buildup. From @Scott figures that would be 400 degree increase on a 3000# AL 80 with a new disc. Its plus or minus a bit since discs are not perfectly accurate, I change mine at hydro.
