Can a person or should a person swap between two different training agenices? You know like between PADI or SSI and back?

You can and you should if you find a really good instructor for the class you are thinking of taking. AFAIK most agencies recognize each others courses if a certain certification is required prior to a particular course. The instructor may want to do a dive or two with you to evaluate your skills before you take the class.
 
Depends what your intentions are. If you intend to make a career of it, DM -> Instructor etc then you should stick to one agency. There are cross-overs for instructors but they are not that cheap.
Personally, I have no pretensions along this line so I do speciality courses from any agency - I go more by the quality of the instructor.
 
Check out lots of instructors and agencies. You will notice some subtle differences at the lower levels - for example Padi does not require any rescue skills during open water while Naui does, but the real differences are when you get to the pro levels. If you are getting into DM or Instructor, do some serious talking with folks from several camps to determine the educational freedom and costs different agencies offer.

But there is no problem doing a SSI Open water, then a padi advanced, a Naui Rescue a YMCA dive master and then become a Naui Instructor. Heck, we even take Padi DM's into our Naui instructor program.... we just have to talk slower. ;)

So as others suggested here... find instructors you are comfortable with. That's the most important aspect.
