Trader rating?

I'm trying to give another member a positive trader rating for a deal we did and I can't seem to access any page to fill out the form?
All I get is a "You do not have permission to access this page" notice.
How do I give someone a positive trader rating?

I-Trader was disabled earlier today:

We have run into a serious problem with security and I-Trader. We will be discontinuing use of this feature until such time as we can fix it.
