Manxman-san, don't know whether you already found this but there is a diveshop on the web that is based in tiogan's, it's at www.blackmarlindive.com. Good looking site with some info and nice pictures.

Want to explore the region in May / June myself, see my earlier post on Biak, an island to the north of Irian Jaya. Don't have a clue about diving conditions, however.
