Seems pretty much like one of the topics on the dive forums, with the same range of characters. Eventually the saner voices win out over the yahoos.

It's possible that this was a freediver with the flag attached to the float line of his gun.
It's a (no so much a) joke around these parts that dive flags are boat attractants. I can't tell you how many times I've had boats idle up on me when I have divers in the water to ask "what are y'all lookin' at down there?" It's mostly fishing guys that want to snag some numbers but it's annoying as all heck.
