I want to buy a cheap vest just for top water swimming training because using my 5mm suit won't keep me warm enough. So I found this 7mm vest online for 25 euro but it looks worn should i go for it ?

If you think it will fit you well, and there is no obvious damage of consequence, 25 Euro is quite inexpensive.

Do you want a vest or a full top, which is pictured. I prefer a vest because it keeps my core warmer while leaving my arms "free"
