He ignored all the signs that said no motorized vehicles, bicycles only.
He was caught and decided to pay the fine on the spot rather than escalate the problem.

My simple solution is to only carry the amount of cash I am willing to hand over when doing illegal stuff in a foreign country.

The problem with bribing a police officer is how much? While you don't want to be too generous, under bribing can have consequences, such as insulting the officer.
If you are the east side there is a slight chance you may have stopped at one of the several fine establishments and hydrated. A DUI in Mexico starts with 20 - 36 hours in jail plus fines and attorney fees of which nothing goes to the diligent police officer actually doing his job. Might be a good idea to carry a little more than $27USD as a contingency.

Yeah, I've been stopped by a hopeful policeman when coming from the east side late in the afternoon. I don't drink, and he got nothing.
