Hi, I'm new to diving having only done the open water course. I am looking to do a few more dives and possibly an advanced open water course while I am in Thailand late November/early December. I've seen Koh Lanta suggested a few times, has the weather normally stabilised by late November? (I see the current long term forecasts have it still wet)

There is another typhoon heading toward Vietnam(7th this yr) and that could affect Thailand over next few days especially the East coast.
Lot of rain this yr in the Kingdom.
If you are definitely visiting the country around late Nov/early Dec then there is not much you can do with the weather. Just hope for the best.
Koh Lanta is a good choice but diving is on the expensive side.
Koh Lipe is another option.
Koh Tao is best for the inexperienced diver but it is the wrong time of the year.
 
November is a bit early for Andaman Side. However, you'd mentioned late november to early december, it's getting better.

Most of the time, Typhoon East of Vietnam does not impact Andaman side, unless it move further south from Central Vietnam. Typhoon path had been strange recently. In the past, by November the path would pass Central or South Vietnam already. But the past few years they still going toward North Vietnam or even Hainan/Hongkong.

Rain may still be coming down, but not too bad.
