AFAIK all agencies as well as manufacturers have a minimum age of 18 for rebreathers.
That gives you plenty of time to do a lot of research if you really want or need one.
Also, considering the price of most units the question might well be when should you start saving for one.

Padi does the dolphin/atlantis course at 15.
