Depends on your desire/ability to do some legwork. If you take it directly to the hydro facility, you can save some serious $$ over paying the dive shop to transport the cylinder.

do they mark it when it is hyro tested? I know somebody who does NDI work on aiplanes and has the stuff to do the test.

Yes, they stamp the cylinder. Doubtful that your friend has the specialized equipment to hydrostatically test a cylinder.
