G'day,
The Operations Manual has references to page numbers in the contents and throughout the manual. But the document doesn't have page numbers. I suggest you add page numbers.
Less important is a styling tip. The document uses underline for a lot of text. I suggest you use some other styling like bold italic instead of underline as it's much more readable. Plus today underlining is typically associated with a web page URL link, which are also present in the manual. So not using underline for non-link text makes the distinction easier for the reader.
