question, is it nessary to get a strobe no matter what camera you use ( digital/35mm) and where can you find a camera package that includes the strobe, macro lens, the case, the housing and the camera. I am looking for a package. that would have all these componets instead of trying to mix and match things. any ideas thanks

Some of the cheaper camera/housing don't allow an external strobe to be connected. so first you need to decide on a budget. Once you decide on a camera, there are several places that offer the housing, tray, arm and strobe in a package. For reference, you can get a C-5050, Oly housing, ULCS tray and arms, and Inon strobe for around $1500. I would consider that at the top of the pro-sumer catagory.

Whatever your budget is check out b&h camera. They have combos for quite a few cameras, from "cheapies" all the way to professional grade stuff. Here is the link to their underwater section "everything you ever wanted for underwater photography but were always afraid to write the check for..." http://www.bhphotovideo.com/bnh/controller/home?O=breadCrumb&A=FetchChildren&Q=&ci=585

Good Luck!!!
