Has anyone else made sense of the new rules for STCW and the medical certificate that mariners are going to have to carry if you go to a foreign port?

Did you get your medical certificate yet? I've never been asked for either in any foreign port I've been in yet, except Mexico. They accepted a PADI instructor card in Mexico as proof of good health, BTW. That, and a Benjamin....
