PADI, NAUI, ACUC I can say with absolute certainty they can, SSI they can NOT.

Others I'm not so sure about.

As the Oceanic guy above mentioned, the answer is yes with many agencies, but not SSI.

That said, I can tell you that, at least for PADI, they need to be specially certified (and pay a fee to PADI) to teach each specialty class. The nice lady at my LDS who teaches photo is annoyed that she has to send PADI another $50-something so she can teach the new "Digital Underwater Photographer" specialty course, because people will be asking about it due to the D word. (Despite the fact that the course is lame and teaches you way less about photography than the regular class.)
