Disallowing "comparisons" seems quite broad and restrictive.

Could this be interpreted to mean that no competitor names can be mentioned in the manufacturer's section?

Generally speaking, yes. Comparisons are appropriate for general forums but manufacturer's forums are for specific brand and product-specific discussions.
