Galápagos would be my pick. The cold water is not bad with 7mm wetsuit & hood.
I was in Galápagos in December 2016. Not bad. I’ll be back again in January 2021 for 2 weeks. Here is my sort of report for the December 2016: How is diving in Galapagos in December?
I was also in Socorro in December 2018. Which is also not bad, but lesser biodiversity. Here is my trip report:
