Here we have a Si-Tech Neck ring system. Lets call this Item #23. It is missing the Yellow O ring that holds the optional seal on which is the reason for the very LOW price. It is up to you to buy the O ring from the Dealer. It looks like regular window spline could possibly used also? The Tool simply pushes the O ring or (Spline) into the a grove on top of the rubber to hold it in. SIMPLE SIMPLE. This can likely be shipped in a Large priority mail envelope.
