Should a hood be loose at the neck?

I need a hood for cold water diving. I have bought two so far. The first, a Deep See hood, is very very loose in the neck. The bib doesn't lay flat, either. I have chalked this up to unacceptable.

Now, I ordered and got in a Henderson hyperstretch. I don't like it at all. It is slightly less loose in the neck, but still loose. I hate the face stitching and I prefer the soft material inside the face opening of the Deep See. The Henderson is itchy and uncomfortable to me.

So, I am wondering if i'll find one that is not HUGE in the neck, or is that impossible? Should I rule our the zipper ones, are they not warm enough in cold water? (Monterey, CA.)

Please help.
