I would like to set up a foundation to raise money and sink ships as artifical reefs in South East Asia. Putting the concept to the boards please let me know your feedback

Sounds legit. I am sure people would like that, and acknowledge it. Any actual progression or is it still on the drawing board??

Ships to Reefs is an organization that promotes this world wide. Check out their 'roadmap' section at: http://www.ships2reefs.com/ Preparing ships for sinking is an involved process but it is cheaper than mothballing or scrapping them. Good Luck.
