Each resort has a fixed allocation of Sipadan permits. Go off peak if you want Sipadan permits. I did 2 trips last year and the nights/permits for each trip was 8/5 and 6/3.
 
There is a notable difference concerning Sipadan dives between SJ and Seaventures though.

SJ goes out and does 4 dives at Sipadan before heading back to Mabul. Maybe fewer permits but more guaranteed Sipadan dives per day.

Seaventures does 3 dives and heads back to the oil rig. Only if the water conditions are good enough and there are enough divers then they will go back out for 2 extra Sipadan dives.
FWIW, when I was there in February 2017 we had Sipadan passes for 4 days but due to bad conditions we never went back out for the extra dives. No idea how frequently they actually do go out for these extra dives.
