Sea and sea LX-55 lights, new bulbs needed?

I have some sea and sea LX-55 lights which i bought second hand. I was a fool and turned them on out of water. They were working fine when i first turned them on, then they were very dim even with fully charged battery packs, now don't turn on at all. I think it will be the bulbs that have gone, but i wondered if it was the battery pack somehow?, Do you think it is the bulbs that have gone?

Sounds more like a battery issue to me. Do you have an electric volt meter to test the battery ?
