It is all about adjustment. It is up to you to have the discussion with the facility if something is not working to your liking. I think they would adjust it for you.
I set my personal regulators at .8 as they can be adjusted to increase the resistance if I am diving in an environment that may require it, like a current.
Scubapro recommends to set the cracking pressure between 1.0 and 1.4. I would ask the shop to set it at 1.0 in the fully open position and I think you will be happy.
