it would be nice to know some jargon or slang related to scuba. any ideas?

I think the meaning would be:
Stroke; a diver who does not use the gear and or gear configurations that you (the speaker) thinks is substandard and or wrong.
An insult.

As I understand it, it means an unsafe diver, regardless of gear. It's a term that is often used improperly.
 
"Thumb the dive" Taken from the thumbs up hand gesture.

In recreational diving this means to head up to the surface.

In cave diving this means the inward phase of the dive is over and it is time to head for the exit.

meanings morph, but you are probably right, I'm a relative noobe.
 
My favorite is Chamber-Bait: Someone who, through bad habits, is just destined for the recompression chamber.
