For those who grab bugs in RI, what license do police and environmentals check? Is it the DEM one found here? Or is it an NOAA license or something?

As far as I know the only license is the one issued by the DEM. That's the only licence I've ever been asked for. I notice your from CT I don't think there's a non resident lobster license for diving in RI.
I don't see one listed in the link you provided.
