Can anyone tell me what the local regulations, licensing, and/or insurance requirements are for NJ, specifically in NY Harbor?

Or at least point me in the right direction?

I'm interested in doing hull cleaning, zincs, and maybe props. And maybe recovering the occasional expensive something that some drunk chick dropped off a party boat.

Also, any idea about rates? Considering NYC prices, the funk that is the Hudson, not too many haul out yards near by, and the apparent lack of competition in this area, I'd think I could charge something pretty good.

And any macho Jersey/NY divers (you know who you are), please just skip this thread. I have zero interest in going to big boy dive school or becoming a "real" commercial diver.
