Contact the manufacturer. They may have very specific guidelines for what glues can be used. Don't use something like AquaSeal until you hear from the manufacturer.

Neoprene cement (available in black or clear) is what I would suggest. Most neoprene or crushed neoprene suits will have seam tape on the inside to strenghten the joint as well as provide an additional seal of the seam. I would inspect this area as I suspect that is where the problem lies and then reglue any gaps that are found or remove the old tape if it is fairly poorly attached and then reglue and retape the joint.
