When a regulator is rebuilt in its yearly maintenance, is the first stage typically the only thing rebuilt or are the second stages rebuilt as well? If the 2nd stages are not done yearly, then when?

I have all new gear, but have some older gear that I've been looking for parts for and wanted to make sure I knew what all needed done.

Some manufacturers call for rebuilds every year; some every two years with an inspection every year just in case.
And yes; 1st and second stages.
