Never heard of the 2 buckle thing...sounds kinda overkill...
IMHO overkill is much better than just kill (beng dead). i have had a metal buckle kicked loose by another diver when i was at 130' and was VERY lucky to be able to grab the down line close by and hold onto it all the way up. without that line being there, i wouldnt be here now being i had on a 7m suit and lost my belt with 22#'s in it.
