reasonable lodging and snorkeling near Roseau, Dominica

This is a bit odd. I contacted a travel agency that specializes in dive travel because we have a complicated plan to go from Belize to Dominica, with a stop in Miami, then returning from Dominica to Chicago. We will be joining a group at Fort Young for a dive trip that includes lodging and diving. We want to go two nights early, and found the price of lodging for just two of us for those two nights to be too expensive at Fort Young. I suggested to the travel agent that Ocean's Edge Lodge and Dive Dominica regarding snorkeling might be good options. The travel agent said that it might make sense for us to coordinate these plans ourselves because of the timing (what? We have over 5 months before the trip.) and because Ocean's Edge is not returning their calls. I really do not want to pay a lot to get down there and end up in a noisy pit with plans for snorkeling or land activities falling through. I mention this because I did have that happen in Portugal last year. Now for the questions:

Is there a hotel other than Fort Young that has the option to snorkel right in front of the hotel?
Is there a hotel other than Fort Young or Jungle Bay (I think the cost per night there was $700) near Roseau that answers phone calls and that anyone recommends?

Good idea, and yes I did contact Ocean's Edge. I've also posted on tripadvisor, where no one is looking at my thread. And reddit's forum Ask Caribbean keeps deleting my post. How bizarre.
