i was looking up some cruise and was seeing a lot of the shore excursion say certified two tank dive is their any diff then a single tank and a two tank certification?

They probably mean; A two tank dive, which is two dives with a surface interval between for certified divers.
 
Sounds like that's all they mean -- they reference that the excursion is for people who have a proper C card.

No difference, just somewhat confusing wording. They mean that they are offering a two tank dive (meaning 1 dive, then surface interval, then second dive) for divers who are OW certified. It does NOT mean that you need a seperate certification for "two tank diving".
I just went on a cruise like this one earlier in the year, and there was also some confusion among the passangers on this.

charter boats will say the same they do this because doubles take up more room on the boat, and usually means tech diving meaning longet bottom times and deco hangs. meaning longer trips for the boat. and they like to do 2 trips a day t maxamise profits

It states:

Certified two tank dive w/o equipment

- A reef dive to 80 feet, and a shallow dive to 50 feet. That's the "two tanks".
- Only certified divers are allowed to join this excursion, so that's the "certified" part.
- Equipment is not provided, so that's the "w/o equipment".
