Question about Starting an FD PSD Team

I work for a city Fire Dept. that just had several tanks regs and equipment handed over to us by our PD.They want to get out of the PSD and went to the local Sheriffs office if needed.Unfortuanately, 9 times out of 10 we get called for all of the water emergencies in the area.My dept. is interested in starting up our PSD team again.My question is beside training which we are working on what else do we need to start a basic team?We have enough equipment to outfit 4 divers ( 2 teams of 2) with tanks bcs fins etc.We do all of our work in relatively shallow water (less then 45') in lakes in south central Florida.And yes we have a boat on a trailer, with a platform on the front to lower in to the water to work or recover off of.

Minimum training could be argued but a good way to start would be, Rescue Diver with Drysuit and Search and Recovery Specialties.
