protected or fair game? how do i know?

how do i know if a beach is protected or fair game for lobstering? i tried looking up the local fish and game laws for CA but nothing came up. is there a website that shows where these protected areas are? i went down to shaw's cove here in southern CA and read the sign which said you couldnt take shells and wildlife out of the tide pools but then i talked to a guy at my LDS and he said its okay to lobster there.
