You are right on the money. Refresher courses for anyone who has been out of the water any long period (say 6 months or more) are not a bad idea and should be encouraged. I am a diver, AOW, not an instructor and have not been paid for this endorsement.

Please note, this diver was on the non-diving list shortly after certification. So we are talking a diver with I would guess 5-10 dives. With that low number of dives, the skills are not yet "set" and need polishing and memory is one thing that also need refreshing.
On another note, I currently have 231 dives logged since May 2001. If I went 1 year without diving I would take a refresher course, but that is me and every diver must make their own decisions. You made a decision not to take a refresher after 7 years of not diving, and that is your call. I would consider that a risk not worth taking. Also consider in 7 years, things and knowledge of SCUBA can and does change. Example: Ascent rate since I started diving has gone from a recommended 60 feet per minute to 30 feet per minute. Read
