How do you add a picture to your profile?

It can also be found in your UserCP which is linked in the top right corner of every screen - http://www.scubaboard.com/forums/usercp.php
There's a menu bar down the left side with all your user-settable options.

If you're referring to the small picture under your username in all of your posts - that's your Avatar. (mine is currently the shark to the left)
