Only Photoshop supports adding actions afaik.
I just tried loading Underwater.atn in Photoshop Elements 3 and it worked fine. I don't know about v4, but it doesn't seem like there would be any operations being done in this action that wouldn't work in v4. You do need to create an underwater.psd file to go along with the underwater.atn file in Elements.
Have you followed some instructions for installing actions in elements like How to Use Photoshop Actions in Photoshop Elements ? It's not very straightforward getting actions to work in Elements. One key is to delete the folders in the cache directory so that Elements has to rebuild the files in there.
