Personally, I use Photoshop but the students here where I work use Serif Photoplus. It's very free, and it's a great little proggie.

You can also download the GIMP for Windows.. but I wouldn't recommend it.
 
I use Adobe Photo Deluxe that came with my scanner a few years ago. When i got my digital camera, it came with Photoshop 5 LE so I'm trying to learn to use it.

Just remember with free programs, you usually get what you pay for!
