Meaning.. I'm not a network guru.. so I'm not sure but I am guessing they are on a shared server, and the software that directs the IP address to the correct directory on the shared server is fubared..

I was just there today. Might just be some funk going on with his service/site. (Funk is a technical term so don't feel bad if you don't know what it means.)
