What time of year does the Monsoon season end in Palau - Is Feb too early?

Another helpful person on this board recommended not staying on Koror where the Palau Pacifc, Marina etc are,
but on the the Island of Peleliu. Apparently most of the diving is an hour+ away from Koror and just minutes away from Peleliu.
