I thought about going there for about a week in mid-November.
But is that a good time for diving?
I prefer land-based diving.
Any recommendations for cheap deals?

I am sure there are other land-based, but these are the ones I have heard the most about.
We decided to do liveaboard instead as with the cost of flying all the way there, we wanted more that 2-dives per day and that is all the land-based can usually do since they are so far from the best sites. Plus we just love the ease of liveaboard diving!

I am still planning. I would like to dive from Peleliu (travelling on my own from Europe). There are two dive shops, Peleliu Divers (who got mixed reports) and Maml (mainly Japanese? limited English). Using them would save time and money, but I also worry that there are no other customers in Peleliu for diving. On top of that, I need a good dive guide because of currents etc.
If staying in Koror, I would choose Samś.
All advice will be appreciated very much, as we might have to book.

We stayed at Storyboard and dove with Peleliu Divers in 2001. We were very pleased with the experience. For seeing the Peleliu dive sites and WW2 stuff (Tangie's land tour is worth doing), I'd totally recommend staying there rather than commuting from Koror.
 
Depends on what kind of vacation you want. Pelelieu....sparse accomodations, no real choice of foods and zero nightlife, or Korror......any level of hotel, really good Japanese, Mexican, Indian, Thai, and a few places to toss a couple back at night.

What is your hotel budget per night? Palau has gotten a lot busier in the last ten years so one benefit of staying in Pelelieu is beating all the other dive boats to blue corner in the morning as there are now 6-7 of them at the same time:(

Well, simple accommodation and simple Asian food is not the issue. My budget is rather limited, I do not like crowds, no interest in WWII stuff.
Peleliu for a few nights would be tempting, because Maml Divers offer 2 dives out of Peleliu for 81 USD with email reservation, also free Nitrox available, 6 divers per guide. Just they are more catering to Asians, very limited English on their homepage. I am not sure whether they get to dive sites earlier than the shops from Koror, certainly not on days where they transfer new customers to Peleliu. Of course, it saves a lot of travel-time also.
I am not on my own, there are strong currents, I need a good briefing and would like staff to carry bottles and heavy gear.
All recommendationswill be appreciated.
