Just curious,
In all Padi Regions around the world, is it necessary to get approval from the Padi managers just to buy the PIC? is it happen elsewhere or just in the Philippines? why?

I don't ask anyone's permission to order pics. As a matter of fact, later this year the online pic processing will be available to all PADI instructors, not just dive shops and resorts.

I believe the Philippines had particular cert processing procedures due to some issues with fraudulent certifications in the past.

At my LDS, anyone can buy a PIC card. If they are enrolled in a class, the cost is less.

Here in Indonesia we have to get regional manager's approval too if we want to buy PIC only (ie; without the manual). It's been like this since all students having their own copy of the manual became a requirement. We need to give a reason why we need a PIC without manual - for example if it's an upgrade from Scuba Diver (who already have the manual) to Open Water, and it stops people running courses without including the manual - so undercutting the rest of us.
