Is there any rule that says my girlfriend and I are not allowed to take the required picture on my digital camera and send that in for our C-card?

PADI just asks for a head and shoulders pic of you and of the specified size- 1 3/4" by 2 1/4". The PADI website says that photos from automatic photo booths (the kind you find in malls and amusement parks) are acceptable. You can even submit an electronic copy of your photo for a replacement card.
On my AOW card the pic was taken by my instructor whilst I was sitting in the shade of a tree. But it's enough to make out that the card belongs to me.
So it shouldn't be a problem to do what you're asking.

Digital photos are perfectly acceptable.
just make sure they are cropped to the right size, show the head and shoulders and aren't with dark glasses on.

I have a no pic NAUI card but my boyfriend just certed PADI and I told him to tell the girls in the class that were whining about pics right out of the pool that they Had to look like that so they would be recognizable on dive trips

Basically yes. Within a fraction of an inch, anyway.
