"Supervised" seems to be subject to broad interpretation. Our dive op "supervised" the fact that after the briefing, we geared up and went out back and, as far as they knew, we did a dive, presumably to check our weights, etc. In fact we did a full dive, no different than many others we would do that week. When we came back we let them know we were back and that all was good. I think the system works fine. Being told to go do a checkout dive gets the point across.

The plaza puts you in the water and just makes sure your buoyancy is at least acceptable. Otherwise, nothing to it. The first time we went, they never even showed up for our orientation.
